National digital mental and social health service provider, On the Line, is delighted to announce the appointment of Mr Angus Clelland as CEO, effective from Tuesday, 01 March 2022.
On the Line Chair, Professor Steve Moylan, said “Angus was chosen after an extensive and extremely competitive national selection process.”
“Angus is an outstanding choice, bringing a wealth of experience from the mental health and disability sectors, federal government, and from the private sector.”
Mr Clelland is currently the CEO of Mental Health Victoria, the peak body for mental health, a position he has held since 2017. He is well known in the mental health and suicide prevention sector, has excellent relationships with state and federal governments, and a track record of successfully managing business and brand transformation. He is a member of the Victorian Ministerial Mental Health Advisory Committee and the Victorian NDIS Community Advisory Committee and was previously Co-Chair of the Federal Department of Health’s Adult Mental Health Centre Technical Advisory Group.
Previously Mr Clelland was General Manager of Lifeline Australia, Secretary of Mental Health First Aid International, and Chief Operating Officer of Guide Dogs Victoria. He also worked for many years as a corporate governance adviser, company secretary and governance educator.
“This appointment marks an exciting new chapter for On the Line and the Board is looking forward to working with Angus to ensure On the Line continues to deliver on its remit to provide evidence-based, high quality telephone and online counselling services,” Professor Moylan said.
Commenting on the appointment, Mr Clelland said “I am excited to be taking on the role. As the pandemic has clearly reinforced, digital mental health services are a critically important part of our national service infrastructure.”
“My priority will be to ensure that On the Line remains a leader in digital mental health service delivery and can reach more people in need, particularly those who face great difficulty accessing services in regional and rural areas. Critically, I want to ensure that lived experience of mental ill-health is central to On the Line’s service design and organisational culture.”

Mr Clelland takes over the position from Mr Lars Schiphorst, who has acted as Interim CEO since June 2021.
